    is there anyway, to customize for the Cooler Fan of xps m1530 system. cuz it makes loud sound which disturb my room mate to sleep. is there anyway, to make a particular time when the cooler will be running?

    The fan speeds up for a reason, so I don't recommend slowing it down. HOWEVER this is up to you, you can use i8kfangui to change speeds of your fan manually. You can set it to low speed all the time if you don't game or do intensive work and it should be ok. Base it on your usage.

    If you're running Vista and put the computer on the power saver scheme (click the battery icon) you might have some success. This makes the CPU run at a lower voltage (at the cost of some performance, you won't have any fun gaming when it's like this) and thus reduces heat.
    One of my college suitemates had the same problem with her roomie, and this helped slow the fans down a bit.

    Otherwise just put your computer to sleep for the night.

    as stated above if you do intensive work or game your fan will rotate at much higher frequency. you may want to invest in zalman nc1000/nc2000 which will run quieter.

    you could get a notebook cooler which is relatively quite and may prevent the fan from activating
