Does anyone know how to get 3 finger tap or click enabled on the 2015 XPS 13?

I have a 2015 XPS 13 with the Touchscreen and i7, and everything is great however I cant seem to get three finger tap enabled, as there are no options anywhere.

On every other laptop I have had you can enable it in the registry, or use TwoFingerScroll to enable it. Does anyone have any ideas how to achieve this? I have run out of ideas

Impossible on Win 8 as far as I know.

It's Microsoft's idiocracy for forcing touchpad settings onto the OS, not conventional drivers.
