    It's a hardware issue.

Absolute best case scenario, it's some kind of loose or unseated monitor cable. If you are so inclined, you can try reseating the display cable running between your motherboard and LCD panel. However, this is a long shot, since the typical behavior of loose cables is not what you described.

More than likely, it's a hardware defect that is not user servicable. If your laptop is still under warranty, call Dell and have them service the machine for you. If it's out of warranty, you're going to be stuck either trying to fix it yourself, or start shopping for a new laptop.

Fixing it yourself can be a giant pain-in-the-rear if you haven't done something like that before, and it can be costly. The problem will most likely be fixed by replacing the LCD panel. However, there's also a chance that it will not fix the problem, ,and you'll be stuck buying a new motherboard (on top of the investment into the LCD that you already bought).

@kent1146 : So What is your suggestion. Shall I try to repair it ? because buying a motherboard and /or LCD will cost more than 150€ each, obviously if either of these two parts were damaged.

Oh, one thing I'd try first... try connecting your laptop to an external monitor, and see if the laptop still functions as a computer. If it works, then you know the problem is only limited to the display. If it doesn't work, then the culprit is likely the motherboard.

Since your laptop is out of warranty, I'd recommend that you start looking for a new laptop. Your laptop is 3-4 years old, so it's about time you replace it anyway. You'll certainly appreciate the advances in screen quality, CPU performance, SSD performance, battery life, and weight out of modern laptops today.

It really isn't worht repairing yourself, because: (1) You don't know if it's the motherboard or display (or something else altogether) causing the issue, so you could potentially spend $300+ on parts that don't even fix the problem; (2) Even if you fix it, you're still stuck with a laptop that is 3-4 years old, and could malfunction again at some point; (3) Guessing from your post, I'm guessing that you don't have a lot of experience doing complete disassemblies / rebuilds of laptops. They are much more difficult to rebuild than desktop computers, due to the smaller size.
