RMA it

Hold power button for 10+ seconds. It might be stuck in some weird suspend-hibernate-can't boot type of loop.
Make sure your power adapter is disconnected. The laptop sometimes does not boot if you have a faulty power adapter (happened to me 2x).
Try holding down "D" while you boot the laptop up. It will run Dell diagnostics, and tell you if there is a problem that it can detect with any of the onboard components.
Other than that, or if Dell Diagnostics doesn't even start, then call tech support and RMA it. -
it does nothing.... I guess RMA it is!!!!! I am calling Dell Support. Anyways their systems are exploding these days.... I dont want it to catch fire trying something.
