I'm planing to buy one... and I am sure I don't wont 4k, although it might sounds stupid... but that is for sure...
so, I'm trying to decide between 2 models:
- 1449$ - 256gb ssd, 8gb RAMA, nvidia 2GB
- 1749$ - 512gb ssd, 16gb RAM, nvidia 2GB,
and bigger battery ...
what is important is that one can run Photoshop and AutoCAD smooth, without any problems...

You want your final configuration to be 16GB / 512GB of RAM. You'll want the extra RAM, especially if you're doing power user work like photo editing. You'll also want the 512GB drive, since 256GB is pretty limiting these days.
So, you have two options here...
One option is to just buy the 512GB / 16GB model from Dell, and call it a day.
The other option is to buy the lower-spec 256GB / 8GB model, and do the upgrade yourself. The advantage here is that you can choose a faster SSD ( e.g. Samsung 950 Pro, currently the new hotness in M.2 SSDs) than what Dell would use. You also save some money doing it this way as well, since you can sell your old parts for a decent amount. Off the top of my head, I'd say you'd save $200 this way.
The one downside of doing your own upgrades is that warranty repairs become a bit more complex. If you ever need to send your system in to Dell for service, then you want to send it in with the original configuration. Dell always reserves the right to simply just give you a new / refurbished laptop, if that way is cheaper than trying to fix whatever is wrong with your laptop. So if you send in your self-upgraded 512GB / 16GB laptop, you might get a 256GB / 8GB model in return (since that is what Dell has on record as the configuration you purchased).

forgive me but im looking at the dell store and there is no 16gb ram option or 512gb ssd option on the latest xps 15 (9550) model , or am i missing something?

ok what country are you guys in?

For anyone else pondering this, you can buy 16GB ram kit from Crucial.com for $100 US.
