I have read documentation that the 8800GTX upgrade requires the new Media Center version with means a new partition and configuration. is this correct or is the card a simple swap? Does anything else need to be done to the XPS m1730?

No. Your PC will reset the drivers and possibly randomly rearrange your icons on your desktop and you should be ready to go.
