I downloaded a bunch of files into my chromebook. But the more files/videos i had, i had to move them to an external hard drive. I want to upload these videos/files onto either google drive or a cloud service. But i want to encrypt all these files. How do i do this on chromebook? What program do i download from the play store to be able to do this? And i could do this with videos and documents right? I don't currently have any documents but have mostly videos. On my windows laptop that is easy because i use axcrypt. But when i tried to download axcrypt on chromebook, i can't seem to download it.

Also i have files on my external hard drive that i want to upload into google drive or a cloud service. So basically i would have to encrypt the current files on chromebook first, then upload it to google drive or cloud service. Then delete these files from computer and then transfer files from external hard drive to chromebook and repeat it over and over right? The thing is i want to completely wipe out my chromebook and do a powerwash because my chromebook seem to be lagging a lot. Also i seem to get advertisements and ads and i think i might have a virus and others say a power wash basically makes a chromebook brand new. That is true right?

If you'd stop visiting sketchy websites, you wouldn't have this problem.

The good news is your Chromebook storage is already encrypted, and that key always changes when your powerwash.
If your talking individual file encrypt/locking then you probably need some sort of android app. Maybe winrar?
If you really want to secure your "files", then maybe just get a yubikey or google titan key and secure your chromebook with 2 factor auth.
    - chromebooks can't get a virus *as of yet*
Powerwashing a chromebook is a good and fast way to reset any problems or performance. do it. anything in the /downloads/ folder will be deleted though, so back that up. also choose what to sync before you powerwash.

HI there... well yes i do visit sketchy websites if that is the term you want to use.

Yes i mean like encrypting files i downloaded on my chromebook. Thus i want to upload it to a cloud service. But i want to encrypt it first. For some reason, when i use the play store, it doesn't seem to download those axcrypt or other programs correctly... it takes long time to download but never downloads.

I want to powerwash my chromebook as its very slow now. Also on the bottom right... i keep getting notifications like crazy... like it has the bottom arrow and the plus 2 or whatnot. I seen that number 99 notifications as well. I click on it, shows download manager and shows programs like rar, google play games etc ove rand over again. Imagine something that keeps popping in and out etc. Thats exactly whats happening. So this isn't a virus then? I have visited sketchy websites. I want to encrypt my files in my chromebook first... then send it to cloud to store it there and then powerwash it. Tips on this?

Stop visiting sketchy sites and you'll heavily reduce your chances of picking up malware, as already stated numerous times.

You're basically presenting an XY Problem ( https://en.wikipedia.org/wiki/XY_problem). Your immediate concern is wiping your Chromebook, but your real problem is what is causing the need to wipe the Chromebook? Solve that problem and you will solve your Chromebook wiping issue for good.
