Quick Question:
I was wondering when the best time in general it is to buy a laptop this year. (with technology changing and all that)
Are we at the end of a cycle of computers/technology?

Now is a good time to buy because Intel has cut prices on the Core Duo. When Core 2 Duo for laptops releases then Core Duo prices might come down again. Core 2 Duo for laptops is expected to release in August/September.
Technology-wise, you will always lose. 6-months is all it takes for new stuff to be released. Concentrate on price. -
The core duo was released in january but you didn't have many notebooks for some time. Also, the first few notebooks that were released were pretty expensive (Acer Travelmate 8004(?) and Macbook Pro I think). Heck, the W3J and A8JM were just released a few weeks ago. I'd imagine that it'll be a few months after the chip's release (probably in 2007) before core duo2 notebooks become very common or very affordable.
The notebook you buy today will not be as powerful or as fast or as cheap as the notebook you buy in 6 months or the next 6 months or . . .. That said, you probably won't need (or be able to use) 64-bit for some time and the dual-core core duo is a significant step up from the single-core Pentium M. A core duo notebook will last you for a while and a pentium M notebook, while not as fast, will certainly get the job done and will be cheap.
