    Well I was playing MW2 and my mouse started to have a "latency" issue and the framerate got kind of choppy. So I thought I'd try to see if the GPU may have underclocked itself. And it did exactly this, but the issue here is, I cannot restore the clocks.

    ...I'm a dumby. Yeah I forgot I unplugged it for a while because the big brick decided to get smothered in my clothes (heh) and get hot as hell so I unplugged it all for a bit. Thanks man, appreciate the help.
