Does a flash drive or other USB device work in any of the ports? Also does you mouse work on another computer or laptop ?

Well, the fact that the ports are powering your device is a good sign; it means the problem is probably on a software level, and that the board/controller isn't bad.

You can look for a chipset driver and see if that solves the issue. How long has this been going on?

You could always try reinstalling your chipset drivers as a last resort.

    Other troubleshooting tips:
If the mouse has drivers for it (e.g. razer mouse) try installing those, try another mouse to rule out the possibility of your mouse having a problem or try the mouse in another computer.
