    trouble with changing time

    hey as you can see in the picture, i have noting in the time and date folder, and i really need my time changed.i tried to go to system prefences but window doesnt even come up.is there anyway i can get this fixed, or would it work if someone send me the time and date folder so i can replace with my folder.
