If these are NOT tracks you purchased from iTunes store... you can do the following:

In iTunes, go to your preferences ("command" + ","), and go to the Advanced tab. Within the Advanced tab there are 3 more tabs, go to the Importing tab.
Under the "Import Using" drop-down menu, make sure MP3 Encoder is selected.
Under "Setting" select your desired bitrate and then hit OK to exit the preferences.
Now you can right-click (ctr-click) on any track within your library and select Convert Selection to MP3.

If these are tracks you purchased from the iTunes Store, you will need a 3rd party application (Audition, Cool Edit Pro, etc.) to record the track while it plays in iTunes. This is how I rip my protected iTunes tracks... others may know of other ways.

Use as a ringtone for what? An iPhone? MacRumors has info about iPhone Ringtones.

    Otherwise I have no idea.

Can't you just Export to iTunes? Then in iTunes you can easily convert to mp3. You may be able to select MP3 compression in GarageBand, but I don't use GarageBand so I've never tried it, but the tutorial is right there on Apple's product page ;).
