Chances are I'm not going to upgrade when the new macbook pros come. The new ones are probably going to sacrifice too much spec-wise for only a minimal boost in performance. So, when should I expect another refresh. Dose apple refresh bi-yearly or just once every year.

Major refresh is about once per year, with a speedbump in the middle of the cycle... normally for the pro's this happens around back to school time/september. So if your waiting for the next major release it will most likely be Q1 2011..... but then again, apple can and has done whatever it wants.
