Hmm, what did you do in System Preferences? It's not quite making sense? At any rate there's 3 ways you can have instant access to the Activity Monitor.

    1) Go into the Applications folder, then Utilities, and highlight Activity Monitor. Either right-click or control-click and choose "make alias". An alias will appear and you can drag that to the desktop.
    2) You can just simply drag the Activity Monitor icon to the Dock.
    3) You can make Activity Monitor start up each time you log on to your Mac. Go into System Preferences, click on "Accounts". Choose "Login Items", click the plus button at the bottom. Then navigate to the utilities folder and choose Activity Monitor. Done. Anytime you restart or login Activity monitor will start up.
After Activity monitor is open go to "View" and choose Dock Icon and you can select what you want AM to view in the Dock.

Ah, the keyboard shortcuts options in system preferences is to add or modify the KB shortcuts for applications that are already running. If you want to launch applications using KB shortcuts you need something like Quicksilver.
