    Are there any similar program for Mac OSX like Windows Steady State in PC which manages user's profile?
    I know I could use "Parental Control" feature, but I want more than that like blocking a user not to change wallpaper, block phooto booth and other features.

    Just to clarify, you want to set up a new user account and not let them change anything? You would be surprised what you can nblock using the parental controls is OS X.
