Is there a way to set up your Macbook so the play/ff/rewind keys work on any program and even while you stream videos online?

I'm pretty sure that spacebar is pause, play is spacebar when it's paused, and holding F9 is fast-forewarding, and holding F7 is rewinding. This is using an iTunes movie. But while streaming a YouTube video, the spacebar is the same function as the above, but the fast-forward is the directional pad, and rewind is the left directional pad. Hope that helps. ;)
