I went through the prompts but I only see 2.3.1.
Also does anyone know if 2.4 opens office 07 files?

Use NeoOffice. It's basically OpenOffice for Macs. If you still want to use OpenOffice you can, but it'll look very unMacish and x11 will mess with you. I believe NeoOffice has the ability to import docx files.

Is NeoOffice now more up to date and stable then open office?

I remember reading this a while ago, OOo will be porting to OS X soon, when I am not sure. But read all about it here.
As for reading .docx files, OOo comes with extension that can beinstalled. I am using Ubuntu and there is one for OOo in there. Check the site out for a list of extensions that may help.
Even better check this Scoop on OOo 3.0; there is even a Mac Aqua-version waiting to be tested. -
I got the newest neo office and I can open up .docx files just fine from office 07

I have to say that both suck at trying to import .docx made in Office 07/08 right now.
