It's part of the BootCamp install package which is included on the OS X Install DVD, and the 3.1 update can be downloaded from Apple.

my track pad works in windows but it scrolls to fast it's "unmanageable" I'm thinking if I need a third party driver for this problem ? if there is one available !

I could never find a way to tweak it. From my personal experience, if I uncheck the "ignore accidental trackpad input" option in OS X it starts to behave similarly, and since the Windows driver has no such option I suspect in my case I need it.

The trackpad in Windows just takes a very steady (and slow) hand.

One of the issues which people complain about when running Windows on a Mac. Sorry.

No need for any tweak. Just go to your mouse settings in your control panel. Then change the number of lines your scroll to 1 line per scroll. It will be much smoother. Trust me.
