Well, my macbook seems to be running hot.

The fan is running, I know that for sure, and when I use smcfancontrol (i think it is?) I can turn the RPMS up and down ect so there is nothing wrong with the fan. I suspect the problem lies with the OS. The fan doesn't increase in speed when the machine gets hotter and just stays on a constant low speed. It does this with both windows and mac OS's I have installed on my macbook.

    What's the problem?

there is no problems , macbooks are like that , i think they were tested in Antarctica :D , I live in Egypt and AVG temperatures are are around 35c 96F , so my MBP would normally hit 80 or 90 while doing serious work ( Ableton live ) , the solution is using smc fan control to increase speed while doing heavy work or watching flash videos , i am still waiting for smc to integrate temperatures monitors with fan speed control so i don't need to change the fan speed myself , any way u can choose a higher rpm om smc and forget about it better to lose a fan ( 50$ ) then loosing a board or a graphic card on the long run

Is it noticeably hot to the point that if it is on my lap for extended periods it will become very apparent?

That's not really indicative of a problem. If the machine is overheating and shutting itself off, then there would be a problem. But it is perfectly normal for the MBP to heat up during intensive operation. Apple does tend to keep the fans at a low RPM to keep the noise down, but this doesn't interfere with the normal functioning of the computer.
