I have converted from Snow Leopard to Lion and I am now unable to locate the Library that used to me under my user file. I was used to being able to go into the Library and find a folder for application support and than be able to delete items from it.

Is this something that is not available in Leopard?

It's still there. Apple has just hidden it. You have a few options to get to it:
    • Hold the Option key and choose Go > Library in the Finder
    • Go > Go to Folder (Command-Shift-G) and enter ~/Library
    • Open a Terminal window and type in "chflags nohidden ~/Library" (without quotes) to permanently make it visible again.
