Never tried it before, but I am going to throw it out there; have you tried Speed Fan or the elusive Dell fan control utility that has been referenced? I have tried neither nor do I have any experience with your issue, but those may be a good starting point. If you are trying to control the fan in relation to the GPU, then that is an easier topic, are you? :p

    Good luck.

To my knowledge no, but I discussed the GPU because it is what I have dealt with. Depending upon the drivers used, the clocks of the cards are either set to powermizer, which will downclock when needed, thus lowering the temp without the fan during regular use, or would keep the clocks constant, turning on the fans, lowering the temp but always being on. I believe the two utilities I mentioned, Speedfan and the Dell utility, will do just what you want, turn the fan on, but I have not used em. Wait a bit more for someone with some xp to post up.

You can use fan control to adjust your fan speed in Windows. Just boot up OSX, set your fan speed and then restart into windows. The down side is that if you want to change your fan speed, you have to go back into OSX to set it.

That thread has the link to the program Input Remapper. I ran it a year ago and remember it had something with the fan. It might have been only information or maybe setting a minimum or maximum. Not sure. That's why I recommended you try it.
