I just typed a letter on Pages and now I'm trying ot send it over hotmail to my brother. THe problem is, when I try to make the attachment, the file does not show up as a file, but more like a folder, with a Contents and Quicklook folder, as well as a file called index.xml.gz. So what the hell do I send?
Also, my brother has a PC, so whatever I send, it has to open in a PC-microsoft word.

You need to open up the Pages doc and you will need to change it to a Word doc. Open Pages and in the menu bar hit "File-Export". You will get an option to choose a Word doc, PDF, RTF or Plain Text. Choose Word doc and then it will convert your Pages doc. You can then send it and your recipient will see it as a MS Word doc. It may not look like a Word doc on your side unless you have MS Word installed on your Mac. Don't worry it will work perfectly.

Coverting it to PDF would be the safest option if you do not want your brother to edit the document and send it with track chnages. If so, then hldan's suggestion is worth following.
