As you know, the previous TB3 controller supported only Displayport 1.2.
In accordance with anandtech.com only Displayport 1.3 / 1.4 can support the output of 10bpc in resolution 3840x2160 @ 60Hz to an external monitor:

    Display Bandwidth Requirements (RGB / 4: 4: 4 Chroma)
    Resolution Minimum DisplayPort Version
    1920x1080 @ 60Hz, 8bpc SDR 1.1
    3840x2160 @ 60Hz, 8bpc SDR 1.2
    3840x2160 @ 60Hz, 10bpc HDR 1.3
    5120x2880 @ 60Hz, 8bpc SDR 1.3
    5120x2880 @ 60Hz, 10bpc HDR 1.4 w / DSC
    7680x4320 @ 60Hz, 8bpc SDR 1.4 w / DSC
    7680x4320 @ 60Hz, 10bpc HDR 1.4 w / DSC

The new Titan Ridge Thunderbolt 3 Controller support DisplayPort 1.4

As the the new 15-inch MacBook Pro 2018 has Thunderbolt 3 with the new Titan Ridge Controller will it support 10bpc on 4K HDR external monitor?

    Where can it find TB3 —> DP1.4 adapter/cable to connect ?

I found only one cable on the Apple site this is Moshi USB-C to DisplayPort Cable
    https://www.apple.com/shop/product/HLR62ZM/A/moshi-usb-c-to-displayport-cable
    Will it work?

Why Apple do not any official clarification about this? Why do people who need it for their professional work have to spend а great time on finding out such things?

Has anyone already connected 4K HDR monitor with DisplayPort 1.4 to 15-inch MacBook Pro 2018?

We have no idea, you're likely to fight the dongle and the graphicscard. You'd have to try it out yourself.

The Intel iGPU only supports up to DisplayPort 1.2 according to Wikichip, so the iGPU can't take advantage of Titan Ridge's support of DP 1.4. In order to take advantage of it, the DisplayPort lanes would have to be connected to the Radeon dGPU which does support DP 1.4. I am not sure if this is the case on the 2018 MBP, you will just need to try it. The MBP does support the LG Ultrafine 5K display @ 10 bpc, though: https://support.apple.com/en-gb/HT207448

You'll find more MBP owners who can potentially help you on the Apple support forums or the Mac rumors forums rather than on NBR.

I forgot where I heard it but as long as your MacBook has the newer X series AMD GPU (basically the 15" models) it'll work with DP 1.4
