Can I download and use Fusion while I have windows xp installed with bootcamp? Or do I have to wipe that and do a different installation of windows?

Fusion will read the boot camp partition and use it for its virtual image just fine. Just follow the installation instructions (especially the part about installing VM Tools).

When I run windows programs or download something using a windows program. Does the information get saved on the mac side or the windows partition? Can you choose?

You can choose if you use network shares.

It'll probably download to the Windows side, but you can just transfer it over.
