I use bootcamp right now. When Leopard comes out I'd like to do a fresh install of it to avoid any issues and to conserve the most hd space as possible.

If I did this, would I have to lose everything on my windows partition and have to reinstall everything there as well?

You shouldn't need to, if you do a clean install of Leopard, it would be a clean install on the OS X partition; OS X wouldn't require you to completely reformat the entire drive just to do a clean OS install, so you should be fine.
