Can I use my built in camera on my 15" MBP to talk to people on the net, particularly if the don't have Macs?

yeah, Skype is a popular program to go client to client, if your friends on PC's use a client like AIM, you should also be able to chat with them via iChat, iChat also works extremely well with Google accounts, which is how I use it.

yeah, you can actually get a free mac chat account as well that will connect with aim users.

Skype uses its own free account system, but I recommend forcing your friends to use an iChat compatible program on their end if all possible ^_^.

At least in my experience, Skype allows the best sound-graphic quality, though.
