Am I able to adjust the amount of space set for each partition AFTER partitioning and formating, or am I stuck with what I've started out with?

Not unless you create a backup image of your Windows partition, format your Boot Camp partition with Boot Camp Assistant, re-partition your HD with Boot Camp Assistant, and restore your backed up image.
