By how much is battery performance decreased when running windows ?
What is the best option to run windows to achieve the least amount of battery decrease ?

Run Windows in an virtual machine. That way you you'll have more "battery performance".
Running Windows in bootcamp will decrease your Macbook/pro's "battery performance" by 25-50%.
You gain "battery performance", but lose "computer performance". -
I would say your battery life would be halved.

Battery life in late 08 aluminum MBs under Bootcamp is 2-2.5 hours, slightly more when undervolted with RMClock.
Best option to maximize battery is to run vitualized with Parallels, VMFusion etc to take advantage of OSX's more aggressive cpu management, but you lose speed since MS runs comparatively slower (5-20%) under these options than BCamp. -
I'm using windows on a Mac right now. The decrease in battery life is largely due to the higher idle power consumption, so the amount decreased largely depends on what you're doing with your computer. For casual web browsing and word processing I'd estimate a 30-40% decrease.

you could try RMclock which lowers the voltages and clock speed at idle.
