My tethered cell phone disconnects all the time. Just the nature of the device and method of internet for I'm using right now.

Is there a way to have OS X automatically redial when it disconnects?

I don't know. Never tethered my cell phone. Maybe if you provided more information you would get some responses. What cell phone are you using? What Mac are you connecting to and how, via Bluetooth?

Really, I would think that when you're connected there would be an option in System Preference --> Network for this somewhere. Have you looked for this? Good luck, it does sound like an annoyance.

At least this post is another BUMP for you ;).
