The point of an archive and install is to keep your previous installation files to use them when you install osx again, if you're gonna delete the folder then a clean install makes more sense.

When you do an a&i, you take the files that matter to you from that folder and move them to your new install directories. If you have nothing worth keeping, or you have an image or backup somewhere, then don't do an a&i.

You can safely delete the "Previous System" folder. First, make sure there is no important data within that folder. By default the "Preserve Users and Network Settings" option should have been selected during the Archive and Install; consequently your data should have already been moved to your new Home folder.
