in System Preferences under keyboards, you can select if the F keys are standard F keys, or they are control keys...

If they are control keys, whey work as default, and if you want a true F9 or F8 you have to press fn+F9 or fn+F8. If you set them to be standard F keys, then they work as F keys on a normal press and you have to hold fn down to do the control aspect, like change brightness.
