Well i just got this computer, and when i look at my wireless the airport is continually switching from "scanning" to "on." Is this normal? My internet seems a bit sluggish and that is why I am asking.

probably you're out of range or there is some sort of interference with your wireless network.

try to move closer to the router, and see if thats help.

i moved closer, still seems sluggish

I would like to know if other people using a built in airport extreme card have their "status" (on the menu bar) continually switching from "scanning" to "on"

my previous pc laptop seemed to be more responsive than this brand new 2.2 MBP that i have now.

No when you click on the airport icon on the top it will scan to check which networks are in range (even if you are already connected to a network at the time). So when you click it, it's basically showing that it is scanning and once it finished scanning it says "On." This is normal behavior and not the reason for your network being sluggish.
