Please kindly try/check if you can download Mountain Lion (if you bought it before, have license) in App store.
This information is absolutely essential to determine if the issue applies only to my Air or more (or all 2013 Airs)

When I click on "download" get the "Mountain Lion is not compatible with this computer" which is absurd since this Air runs on ML.
Apple Care second tier consulted developers and told me that this behaviour is not normal and indicates rare case of corrupt original factory installation, which might happened one in thousands, and that I should erase Macintosh HDD and install fresh. I did it yet it did not fix the issue.
Air does not recognise installation USB stick, neither boots form external drive with standard OSX Mountain Lion (both work perfectly with my MBP)
Thanks in advance to Air 2013 owners who could take 20 sec of their time and click on download Mountain Lion in their App store
    There are 2 possibilities:
    1. something is wrong with my particular machine
    2. Air 2013 ( all of them) dont not use standard OSX but some sort of ML OSX customised to 2013 hardware.

Post about this on the MacRumors forums if you've not done so already. As few, if any, regulars here have one of the new MBAs, you're much more likely to get a response/verification there.

Why would you want to download this? Its mainly just there for people to be able to run upgrades from older OSes. You don't even need that download if your just doing a reinstall.

The App Store version is probably too old to run right on your Air anyways. Just like when you could buy disc versions of the OS, and a new machine came out, the older disc version wouldn't work for the newer machines either, as they didn't have proper support built in for something that didn't exist when it was made. If the installer is still 10.8.0, or some other version before it had support for your Air, it may not work on your Air at all no matter what.

Whenever Apple does a point release, they update the App Store version and you can re-download it. The main reason for doing this is to create a USB boot disk so you can perform a clean install or access recovery tools should the need arise.
