Any suggestions for a good ATI GPU overclocking program? Also when testing an overclocking tool should I run Furmark to test for artifacts? Thanks

Sapphire Trixx is good. But the best way is to flash the vbios with a higher voltage. It will give you more headroom. Furmark is useful for testing stability however, I prefer just pain old running a game for over an hour. If there are no anomalies, then it is stable.

Trixx should allow you to increase the clocks as well as the voltage, that's good for testing before flashing anything.
1.05V will already allow you to set the clocks a bit higher, 1.10V even more. If you want to really push the system you can put it to 1.15V and increase the core to 900MHz an more, but it will get seriously hot.
1.15V is only suitable for benching in my opinion.
Do some testing and you'll find out very quickly what influence the voltage on the max. possible stable overclock has. -
When benchmarking with TriXX should I set the fan contol at 100%? Also, how do you flash the vbios?

The Rev wrote a very nice summary about the flashing procedure, see here:
