Did you accidentally activate Stealth Mode?
-
any help???????????????? dell support really sucks! -
Is you power plan in high performance? Are all 4 cores active? I would use throttlestop and check ChipSet Mod. I would also try different drivers

Check what your framerate is in any other game you own. If its normal it may be GTA thats faulty and not your machine.

Plugged into AC power, not running on battery? Correct? What are the GPU and CPU core clock speeds when you experience this?
I know you say it is not overheating. What are the actual temps when the problem begins? In order to know, you must be monitoring temps and core clock speeds in real time with an on-screen display or by using a log file. When was the last time you cleaned out the fan and heat sink radiator fins? What you have described sounds like it is temp related if you are not running on battery power.
Can you identify any change in your system (driver update, etc.) or a change in your use pattern that coincides with when this problem began? -
1. Its always on AC
2. temp is stable. cpu around 60-65 and gpu around <56
3. i cleaned everything after problem started
4. no... i just formatted my lap and then after 25 days i got time to play and installed games and booom!! gone! before that it was amazing!
i got a new processor.. cpu and now everything is on track.. i got another processor from ebay.com 940xm.. everything works fine except games!! any idea??? -
If everything was on track you would not be able to say "except for gaming" because that exception means things are not on track. Your temps are good for idle speeds. I find it difficult to believe those are load temps. They seem way too low to be load temps.
Try setting this up (link below) and watch in games to see what the CPU and GPU clock speeds and temps are when gaming. Both should be running at proper speeds. Your temps under load and any throttling that may be happening should be apparent. You can use Afterburner to record your gameplay and post the video on YouTube for us to watch and help you figure out what is happening.

is the video.. please see the fps continuously... how it drops... and temp of cpu goes around 71...

Thanks for the additional info. It does appear your temps are fine.
Question: Did your machine used to run GTA and BF3 and other games fine, and then now it began having new problems? How long ago was it that problems began to happen with low performance?
If it was recent enough, try using System Restore to roll back to a date before the problem began. Let us know if that helped. -
i changed processor and started up my system... do i need to do anything else?? like changing bios, changing heatsink etc etc anything!!
