Sorry to hear you're having so much trouble. I have a 7970M and I am using the stock heatsink with stock screws and c-clips. The first thing I did was file down the screw posts on the 7970's x-bracket. I filed them down to a height of ~3.5mm to match the height of my 460m GTX and 240m GT x-bracket.
My temps are around 34C idle, and around 63C load. My card has a custom firmware that undervolts it, thus making it run cooler.
The m6000 bracket should not be used on the 7970M. They are shaped differently. You are better off getting a card with a bracket already included because the brackets are expensive separately.

Ok so this backplate seems to be the right height to all of the people who are running 7970M's?

Looks right to me....but then again, what do I know. Apparently nothing in your case. Hope you have better luck this time around

Idk how people are getting these to work perfectly on their m15x with stock screws... -

Just go to a hardware store with the x bracket and find 4 screw that will fit it.

I put a Firepro m6000 (blue board) in my m15x , and with the I7 Q840 I got a graphics score of 3359 on 3dMark 11 test. $90 M6000 and $50 for the 840cpu. parts off ebay. No hickups, all Plug and play. The GPU was from China new, and the I7 was used. I came from a I3cpu and Radeon 5730. The Radeon's heat fit perfectly on the M6000, I just put Artic silver on everything, and clamped it back down.

This is why I didn't bother to install the R9-M290x in my 15x. I decided to put it on eBay. lol .. If anyone is interested, let me know.
