Problem solved.
Hello everybody. I got this laptop a couple months ago, and I feel like it's been severely underperforming. I've tried Google searching over the last week and cannot find anybody with my problem. From others' experiences it seems like they are able to at least reach the default clock speed.
It also appears that most people are able to have Turbo Mode kick in, or at least have the computer rev up the clock speed when needed. My CPU clock speeds will not go up under any circumstances, and thus my gaming performance is suffering.
Here is a photo of my HWiNFO32 Summary (on Stealth Mode the clock speeds drop to around 400 MHz). Please tell me that something is wrong here. Any insight is appreciated!

check advanced power setting to make sure that u have maximum processor state to 100% -

maybe eist and turbo are set to off on bios
sorry i see u have A08, try updating to A09 see if this fixes your problems -
A08 bios. Is A09 recommended? Sorry but I'm not familiar with what eist is, but I know that Turbo Mode is set to on.

eist is enhanced intel speedstep tech. has something to do with voltage adjustments and core frequency. i dont remember what my 740 used to be like(but i know that it would run 7 multipliers on stealth mode) since im on an 920 now, but i would recommend updating the bios since it a frequent problem now

did you check to make sure you are no in stealth mode?
edit: i dont think these newer processors can go down to 400mhz even on stealth mode, try another software see if you get the same results? -
Wow, apparently it was SpeedStep. I turned it off myself when I was looking through the BIOS around the time I got the laptop. The BIOS description says that turning it off could improve performance. Well, from what I've read turning it off will prevent your clock speeds from dynamically changing as needed at all. Turbo mode will do nothing, and as you see it actually cut my clock speeds to 900.
