I know the overclocking is limited in the R3.

But here is my question. When in that part of the bios there is a option dor SSC mode. It is a percentage I am wondering what does this do?

So putting the percentage at 0 would disable correct?

It is not a hard drive feature. It is a feature also used by some hard drives. It's purpose is to limit or prevent electromagnetic interference created by the electrical components inside your computer. Disabling it is only really useful for cpu overclocking purposes because the way SSC works tends to make an overclocked machine more unstable but in the case of the R3 at this current time any real cpu overclocking is not an option anyway.
Oh and yes putting it to 0 is disabling it
