I just received an m11x I7 r3 pc and cannot see the turboboost working, I have tried changing settings in the bios, downgrading bios to a02, back to a04, battery on, battery off, reseting, almost anything one can try, I tried. The windows WEI index when I received was 6,6 for the processor, and now I cannot get it to go higher then 4,1. Even tried overclocking and underclocking on the bios settings, I'm startin to worry now. On 3dmark06 I get 997 on processor on stock settings, I get good fps in games and all ( 97fps on cs-s stresstest with native res and all high. am using the turboboost utility intel provided and it doesnt get higher then 1.5ghz, only once on wei index i saw it go to 1.8ghz. Is this right ? is this how it supposed to work , is it the bios problem ? I,ve tried alienrespawn and got wei to go up to 6,6 after format, but after one day it went back to 4,1 on processor. Sorry for the long story but I`ve been reading foruns for about a week now and could not get a result. I`m from Brazil so its hard to me to phone tech support in the us. Thanks for any help provided.

I had a similar issue with memory score on another DELL desktop. It lowered with newer memory a whole point. I searched and searched and finally before reinstalling. Attempted to uninstall my M$ Antivirus. Score went immediately back up.

if its enabled in bios, get CPU-Z and run a stress test, it should change the frequency then.

Thank you for posting this, I'm having a similar issue.
I downloaded & installed the cpu meter gadget and my cpu when idling is 795 Mhz and in turbo goes to 1.5GHz when it should be 1.5GHz idling and 2.6GHz in turbo. Changing the profile to performance the cpu just sits at 1.5GHz. I haven't seen it go higher... but it's also showing 4 cores when it has 2.
I'm going to watch this, and try cpu-Z. -

You need EIST / SpeedStep enabled in the bios for Turbo Boost to work correctly. Lots of enthusiasts like to disable EIST which is usually a big mistake.
Some laptops disable Turbo Boost when running on battery power and other laptops simply botch the handling of Turbo Boost and the CPU will get stuck at a lower speed. Most users are able to get Turbo Boost working correctly by using ThrottleStop. Run the program, click on Turn On, put a check mark in the Set Multiplier box and make sure this is set to Turbo and you are done. -
throttlestop doesnt work on the r3 sandy bridge processors

ThrottleStop 3.50 works OK on the M11x-R3 Sandy Bridge processors. Dell may have locked the adjustable power limit features in the bios but the problems mentioned in this thread are about getting Turbo Boost working correctly. ThrottleStop can correct that problem.

If the Task Manager does not show all of your cores then go into msconfig, Boot Tab - Advanced Options... and make sure Number of Processors is not checked. After that reboot so Windows can find all available threads including the hyper-threads. Manually selecting the Number of Processors is another trick that enthusiasts like to use to speed up their computer but in reality, all it does is it disables half of their CPU. That's not too good for the WEI or 3D Mark scores.
Not too sure why people continue to recommend CPU-Z. Even the author admits that it doesn't read the latest CPUs correctly when lightly loaded. CPU-Z has been designed for consistent validation purposes at the expense of accuracy.

Thats the problem, since my first use of the computer, the first thing I've done is to lock de 2 cores on the advanced tab on msconfig. So, clearing the box and rebooting I got the turboboost working. Thanks a lot to Unclewebb for the help, and sorry for the trouble guys =D. So I think this topic is solved.
ps. Ill change my Antivirus to check the WEI score now. -
Posting from the beast right now. CS-S stresstest more then doubled the performance, went from 95fps to 200fps, I'll 3dmark it again now, the wei score went up to 6.6 again without changing the av. but I'll change it anyway =D. Now my hairdryer is working ! =D thanks a lot guys for the help.

where do you go on your computer to check all of these stats?

What specs exactly ? the turbo boost I use intel turbo boost utility, to check the cores use the performance tab on the task manager, to check if the cores are locked run msconfig, go to boot options then advanced, the top 4 boxes must be unchecked.
