    Dell says this solution is not unlocked.
    What are my options if I want to travel abroad?
    purchase an external solution?

    or is there a way to unlock it? (I apologize if this topic is taboo)

    It is definitely unlocked.

    Clear owns wimax.

    Clear leases the wimax service to other providers, and also sells the service under its own name of "Clear"

    You can use the 4g w/ any company - though you are still really using Clear in one form or another.

    I am not aware of other countries using the WiMax frequency.

    You would need to do some basic searching on the internet - it's not Dell specific by any means.
