The Notebook Review forums were hosted by TechTarget, who shut down them down on January 31, 2022. This static read-only archive was pulled by NBR forum users between January 20 and January 31, 2022, in an effort to make sure that the valuable technical information that had been posted on the forums is preserved. Or just have the original owner do the transfer, it won't require the autorecognize if they do it as if they enter ALL of the info it goes through, and goes through faster. That's what I did on the recent trade I did.

Then you are probably out of luck. Call them and discuss it. Hopefully they can assist you.

Contact the original owner, and have them transfer. Or call Dell and explain the situation.

You cannot transfer ownership without that information. Dell has no idea whether you legitimately purchased the laptop from someone else, or whether it was stolen.

Like others said, you need to contact original owner or you are screwed.
