    For some reason some voices are playing quieter than others in Fallout 3. I don't know how to fix this so I'm just going to give up unless something really horrible happens.

    That sounds like what you might encounter if your speaker configuration is set to a multi-channel configuration rather than to a stereo speaker config. You can check that out in the Realtek HD Audio Manager.
