The only difference between the i5 and i7 as far as I can tell is that the i7 has a 17X turbo boost multiplier while the i5 is limited to 14X on turbo boost. Is there a way one could increase the maximum multiplier through software of some sort?

Throttlestop supports Core i5/7/etc processors, but you can't increase the multipler (locked) or voltage so no I haven't seem anything that will do what you want.
