Explain that a little better please.

    Did you reinstall Windows?
Did you simply insert the disk?
Is this your first time powering up the laptop?
    What programs/drivers aren't working?
    Were they working before?
    etc.

Yes windows was reinstalled after I powered it up for the first and all the programs were working, and as far as I know it looks like my graphic driver and my network controller driver isn't working also all of the preinstalled programs are no longer working even the start up is different it's like regular windows now my preinstalled background is gone and everything.

Download from dell. Get an Ethernet cable, pull up a comfy chair and reinstall your drivers.

Why did you reinstall Windows in the first place?

Well, then google what ever component you're looking for and "driver". That should bring you to the manufacturer's website, when you can download what you need. If you're really not sure what you're doing, go to support.dell.com, enter your service tag, and download the relevent drivers from there.

All the required drivers are available on the dell website. Just put in your service tag, select your OS + language, and you will be led to the appropriate page. Set aside 2-3 hours to install everything. Have fun. ;)

You have got to be kidding me. . Who the heck forgets what they're doing when they're re installing Windows? You must have had a reason. Was it because you wanted the pre-installed junk out of the way?
