So I found out my CPU OC bottleneck is actually the Intel HD crashing and not the CPU or RAM. Is there a tool that lets me tweak the Intel HD frequencies.

I have never heard of a HDD crashing unless this is a bus issue?

well when I overclock the FSB beyond 185mhz I can pass intel burn test, but if I try to run anything that ramps up the graphics driver for intel HD such as hardware accelerated flash it crashes with a graphics driver BSOD.

yea thing is i dont know which is better, maximum performance or maximum battery because it is the IGP that is unstable not the CPU.

That page should control the IGP. Try max battery.
