6990m with 11.10 drivers.
i tried on two hdtv's, a 720p and 1080p. with the 720p there is not option for 1366x768 (which is the hdtv's resolution) and even setting it to 720p will not fill the screen properly. the same thing happens with 1080p hdtv where the output would be, of course, 1080p. the image is smaller than the tv's screen and it does not look clear.
one thing i did was set sharpness down to 0 and that helped clear up the image quality but the problem still lies in that the image is not taking up the entire screen.
the only resolution method that worked for both hdtv's was the 1024x768 setting. it looks clean and fills up the screen size (although not 100% on the 1080p but on the 720p hdtv it does) but i am at a lower resolution and it puzzles me.

Did you try check on your TV for a 'PC' or 1:1 pixel mapping mode for HDMI? Do you have another computer that outputs HDMI 'properly'?

When i pluged my monitor in i had the same problem. All i did was changed the scaling to 0 from 25 percent in ccc.

its in the display settings of monitor settings i can not remember. it is in there somewhere and i think that should solve your problem when you find it. im not sitting in front of my computer so i cant tell your where it is sorry.

To get to the ati scaling options do the following:
Right click on the Desktop and open Catalyst Control Center 9.9
Switch to Advanced mode if you are not there already
Click dropdown menu Graphics in the top right
Select Desktops and Displays
Right Click your currently activated display under Please Select a Display on the bottom right
Select Configure
Click on the Scaling Options tab and your there
Now, just move the scale to the right (overscan) until you get full screen -

one problem in terms of fuzziness it also varies by tv, my old vizio 47" 1080p the font looked fuzzy on it while my LG tv had sharp fonts on the screen. Sometimes it depends on the tv also
hdmi out to hdtv 720p / 1080p not filling whole screen and looks fuzzy.
