The Cache frequency holds stable @ 4.1 GHz but the CPU frequency keeps fluctuation between 4.01 GHz and 4.09 GHz what do I need to change? Increasing the reference clock to 100.2 or 100.3 doesn't change a thing

I have Liquid Ultra on my 4940MX

The problem is C states demotion: C1 Auto demotion and C3 Auto demotion is enabled. You can disable these if you use Trottlestop. But drop down to 4.01ghz is much I think. This occurs only during idle but not under load.

No processor is similar :D. Works these settings for you then it is all good... Nothing wrong that I can see. The important thing is that they work while giving you ok temperature.

Uncheck C1E in ThrottleStop and they should stay pegged out...

If you Uncheck(removing the cross) C3 Auto demotion and C1 Auto demotion becomes benchmark results in SSD tests such as As ssd and Crystal diskmark to be noticeably lower.

Nevermind, the moment I ran throttle stop and posted this, 2 mins later my system froze with a black screen then rebooted and set all OC settings in BIOS to default because what I had configured in Throttle Stop is a 4.3 GHz overclock. Back to my stable 4.1x4 on all cores OC

Either is processor unstable due to low core voltage or unstable cashe ratio. Try slightly lower the Cashe ratio to 38 or increase the offset voltage at Core and Cashe and test stability. If you only reduce Cashe ratio it will not affect much in performance(the core is king not cashe ratio). It is a very variable quality on these Hotwell extreme processors. Many of i7-4940mx is poorly binned chips. Almost no equals.
