too much money, for that price you can probably get a R2 with 7970MCF.

The base model (U,S,) is about $2000. So,,, really not worth it. You would probably pay more to add in the cpu and 7970's yourself then just configuring one.

Anyway, the answer to your questions is yes. Though as the others have mentioned it's not very cost effective. Unless you plan on buying the machine now and doing the upgrades down the road. Watch ebay for deals on extreme processors and video cards. The video cards and SB processors should be pretty easy drop in upgrades.
I would suggest you watch the Dell outlet when they have coupons. You are sure to pick up a R1 for cheap with a 20-30% off code posted here regularly.

If you do buy one with a single video card, you would need at least the secondary video card heat sink, backplate, and SLI/Crossover cable as well as the 330w ps. If you were switching from NVIDIA to AMD (or vice versa), you would need both video card heatsinks as they are not compatible between brands.
I would also recommend the two or three pipe cpu heatsink if you are going with an extreme processor. -
My big question now is besides the fact that R1 uses sandy bridge and r2 uses ivy bridge does r1 support 6 gb/s?
Basically i'm not seeing a real big difference between r2 and r1 other than the processor now if it ran cooler that would be something i'd like to know. Sorry for asking so many questions. -
I suggest going straight to an R2 so that warranty covers your cards and power supply, it will cost less too.
Both support SATA 3 6gb/s. In terms of cooling they are the same, some factors may be different according to what components you have. -
