So with the help of my new friend devilhunter I was able to achieve a 4.2 GHz. overclock using Intel XTU STABLE.
Now let's say I ever format again, the settings are in the BIOS for good right? like why would I ever need to install XTU again if I don't plan to change the clock speed? or does XTU bring in something else everytime it's running at startup that I'm not aware of?

The settings sometimes need to be reinstated, and some of the settings are on hidden menus in the BIOS, so you cannot access them without XTU. Save the settings to a profile in XTU and leave it installed indefinitely. Also, grab the latest ThrottleStop and use it to improve performance and help avoid losing the XTU settings. The BIOS will eventually experience a glitch and lose your custom settings.
