8gb /end speed wont make much of a difference compared to physical memory. although here in uk 1600 is cheaper than 1333 for some reason

As long as you don't use more than 4 GB of ram at one time, the 4 will be better. An 8 GB RAM and 4 GB RAM running at the same speed with under 4 GB of things open will run at approximately the same speeds I am pretty sure. So 4 GB vs 8 GB where the 4 GB is faster, as long as more than 4 isn't used, the 4 will be better.

most likely (depending on your uses), 4 gb at 1600 will run faster... you'll probably know if you're running something using more than 4 gb (such as rendering or virtual programs)

If you are not using applications that require 4gb+ RAM such as 3dsmax etc, then there is no point getting 8gb at this moment.
Rather get 4GB 1600mhz. higher clock speed and lower latency will be better. But again, difference would be rather negligible here. It all comes to your preference , usage and what kind of deal you are getting.
RAM will always get cheaper so if you do not plan on using 8gb right now, save yourself some bucks. get em later when you need more memory .
